In addition, check that managers are 'able willing and allowed' to move to this new way of working and think about what has been done to help them to make use of the service centre. It should also be seen as a whole organisation change and not just something started by the enabling services. Get chief exec or equivalent to drive it forward. 
Make sure managers have a name and ideally a face, so there is a degree of alignment with the business in the early days. Later there can be more flexibility.</description>
